Dear Industry Leader:
The NCEA was founded in January 2000 and over the past 5 years, we
have been instrumental in setting National Standards that serve to
protect our industry. It is the NCEA's position that 600 hours of education
should be the minimum amount of training required prior to licensing
of an esthetician. NCEA's Basic 600 Hour Esthetician Job Task Analysis
represents the practical and theoretical knowledge that an Esthetician
needs to work in today's skin care industry and should be implemented

New Hampshire HB1589 is trying to reduce Esthetician Educational Requirements
to only 100 hours.
If this bill passes in New Hampshire it will lower the required hours of education
for training of estheticians from 600 hours to ONLY 100 hours. This will greatly
decrease the level of professionalism of estheticans in New Hampshire and more
importantly, will put consumers at risk by having uneducated, poorly trained
estheticians adminstering treatments

This bill reduces the training requirements for licensure as barbers, cosmetologists,
manicurists, and estheticians. The bill also requires topics of training adopted
in rules of the board of barbering, cosmetology, and esthetics to relate to the
protection of public health.
5 Qualifications; Estheticians. Amend RSA 313-A:13 to read as follows: 313-A:13
Qualifications; Estheticians. To be issued an esthetics license by the board,
an applicant shall, in addition to satisfying the requirements of RSA 313-A:11,
I(a), (b), and (e) have completed a course of at least [600] 100 hours of training
in a school approved by the board and have passed an examination conducted by
the board. An apprenticeship approved by the board may substitute for the required
training. Estheticians who have practiced professionally in this state for a
period of at least 3 years prior to July 1, 1989, and who have satisfied the
requirements of RSA 313- A:11, I(a), (b), and (e) and the training requirements
of this section shall not be required to take the examination provided for in
this section to be eligible for licensure under this chapter. Credit towards
the hours requirement for esthetician training may be given to a licensed cosmetologist
or barber for equivalent training in the cosmetology or barber program in a school
approved by the board upon certification of the training by the school. Cosmetologists
licensed by the board may obtain the training hours in subjects required by the
board in increments at separate schools but must present certifications to the
board for all required hours and curriculum subjects. 6 Effective Date. This
act shall take effect 60 days after its passage.
